2025-12-03 RFQ for Engineers for Parking Garage Deck Assessment and Elevator Upgrades

The City of Huntington, West Virginia, is seeking qualified vendors to provide engineering services for the structural and mechanical inspections of the Huntington Municipal Parking Garage. The selected vendor will conduct a parking deck assessment, inspect the two elevators, and provide recommendations for repairs and upgrades. The vendor will also provide construction and contract administration services for any needed repairs. The City will evaluate proposals based on the following criteria: 1. Experience in the local and West Virginia construction market 2. Availability of services and location of the firm 3. Project team experience and individual experience with similar projects 4. Specific experience with structural deck assessments and mechanical reviews for elevators 5. References from previous clients 6. Design experience and ability to coordinate construction contract administration 7. Project approach and understanding, including identification of potential issues and strategies for addressing them Firms interested in the project must submit a Statement of Qualifications (SOQ) that addresses each of the evaluation criteria. The SOQ should include: 1. A cover letter expressing interest in the project 2. A statement of qualifications (max 20 pages) 3. Resumes for key team members (max 2 pages each) 4. Previous project reference letters and contact information The City will accept questions about the project until January 7th, 2026, and SOQs must be submitted by January 14th, 2026. A committee will evaluate the SOQs and select a shortlist of firms for interviews. The City will then negotiate a contract with the most qualified firm, and if unsuccessful, will negotiate with the next most qualified firm.
