Internet Service Provider for Open Access Network

The City of Chico is seeking one or two anchor Internet Service Providers (ISPs) to deliver retail broadband services over its municipally‑owned, open‑access fiber network (North Valley Fiber) that serves approximately 9,100 residential and business addresses. The City will own and operate all passive plant, OLT/PON equipment, subscriber ONT/CPE, and Layer‑2 transport. Vendors are responsible for providing internet transit, ASN/IP space, retail billing, subscriber support, acquisition, marketing, and any optional services (managed Wi‑Fi, voice, video, etc.). The solicitation includes a mandatory $30/mo residential tier (minimum 100/20 Mbps) and a goal of symmetric 1 Gbps at roughly $40/mo. Contracts are initially three years with automatic one‑year renewals unless either party gives 60‑day notice. Vendors must submit detailed pricing, capital contribution plans, onboarding schedules, and indicate whether they will also pursue the concurrent fiber‑drop installation contract.
