The vessel must have the capability to lift containerized cargo, refrigerated containers, flatracks, breakbulk, and hazardous cargo, including ammunition, as well as rolling stock to support the sustainment of U.S. military entities on Diego Garcia. The vessel specifications include a minimum speed of advance of 16 knots or faster, a minimum operating range of 8,000 nautical miles, and a maximum draft of 35 feet. The vessel must also have a minimum container capacity of 250 twenty-foot equivalent unit (TEU) containers and be able to carry breakbulk cargo with proper segregation.
Some key points to consider include:

• The vessel's gear shall consist of at least two booms or cranes with a minimum of 30 LT SWL lifting capacity at all hatches.
• The vessel must be equipped with certified twenty- and forty-foot spreader bars.
• The vessel must be capable of carrying all types of hazardous cargo with proper segregations.
• The vessel's deck loading must be designed to accommodate heavy vehicles, up to and including the M-1 tank, with a uniformly distributed load of minimum 525 PSF.
