Senior Aviation Advisor – Libya External Office

The U.S. Department of State is seeking a Senior Aviation Advisor to provide program implementation, direction, mission execution, contract oversight, compliance, and evaluation in support of all DOS funded aviation transportation services for the Libya External Office. The advisor will serve as the senior in-country aviation advisor and provide operational direction and guidance to contract personnel. The position requires a minimum of 10 years of commercial aviation management experience, including experience in a hostile environment, and demonstrated senior-level management experience in a medium to large size aviation organization. The advisor will be responsible for overseeing fixed-wing operations, maintenance, and logistics, and will interface with embassy stakeholders to ensure support for their respective aviation missions. Key responsibilities include: • Providing oversight and guidance to fixed-wing operations, maintenance, and logistics • Interfacing with embassy stakeholders to ensure support for their respective aviation missions • Drafting Aviation Standard Operating Procedures (SOPs) and other documentation • Optimizing passenger and/or cargo scheduling to ensure maximum aircraft utilization • Performing oversight and evaluation of contractor performance in all functional areas • Submitting regular written reports of contractor performance and activities • Directing and coordinating aircraft and personnel deployments in support of COM • Acting as a point of contact for flight service provider in support of aviation operations • Developing, coordinating, organizing, implementing, and ensuring compliance with comprehensive operational systems and procedures in support of LEO's aviation missions • Developing operational tactics and new training procedures for emerging missions and developing non-tactical passenger and cargo handling systems to sustain and improve service to stakeholders
