Senior Advisor, Government Debt and Infrastructure Finance - Personal Services Contractor

The U.S. Department of the Treasury’s Office of Technical Assistance seeks a senior‑level individual to serve as a full‑time Senior Advisor on a personal services contract, providing strategic and operational leadership for the Government Debt and Infrastructure Finance (GDIF) program. The role involves managing technical assistance projects, drafting assessments and work plans, coordinating with foreign governments and U.S. agencies, and ensuring quality control of program deliverables. The advisor will travel internationally, work closely with the Associate Director, and must be a U.S. citizen able to obtain a Secret‑level security clearance. • Provide advisory leadership and oversee international technical assistance projects in government debt issuance, capital‑market development, and infrastructure finance. • Manage and monitor project implementation, draft assessments, terms of reference, and program documentation for senior Treasury and inter‑agency review. • Coordinate with foreign counterparts, U.S. State Department, World Bank, IMF, and other multilateral institutions while ensuring compliance with U.S. government procurement and ethics regulations.
