Description
The U.S. Army Corps of Engineers is soliciting a contractor to replace the existing chilled water plant at the VA Medical Center in West Haven, CT, and to perform extensive site utility upgrades. The work includes demolition of the current plant, construction of a new multi‑story chilled water facility with chillers, cooling towers, pumps, and associated mechanical/electrical systems, as well as a new fuel tank farm, fire‑protection and domestic water main replacements, chilled‑water, steam, condensate, and electrical utility loops, and new water storage tanks. The project must meet LEED Silver standards, adhere to DVA Physical Security Resiliency Design Requirements, and be coordinated with ongoing medical‑center operations, limiting laydown and storage areas. It involves civil, structural, mechanical, electrical, plumbing, geotechnical, and architectural disciplines.
• Demolition of existing chilled water plant (Building 16a) and construction of a new multi‑story plant.
• Installation of chillers, cooling towers, pumps, and full mechanical/electrical equipment.
• Construction of a new fuel tank farm to serve the central boiler plant.
• Replacement/upgrade of fire‑protection and domestic water mains from Campbell Avenue to Building 15.
• Installation of utility loops (chilled water, steam, condensate, domestic water, fire‑protection) originating from the new plant.
• Redundant electrical feeder installation to Building 19 and coordination for off‑site electrical redundancy.
• New water storage tanks and compliance with LEED Silver and DVA PSRDM standards.
• Work performed in an active medical‑center environment with strict operational constraints.
