Training, Competency, and Career Pathing Framework

The City of Raleigh, Public Utilities Department (Raleigh Water), seeks a qualified Training & Development Consultant to design, document, and implement a comprehensive training and development framework supporting approximately 700 positions across nine divisions. The Consultant will conduct a four-phase engagement that includes: Phase One – Training Requirements Assessment, Phase Two – Competency Framework Development, Phase Three – Development Pathways and Succession Tools, and Phase Four – Implementation Guidance and Sustainability Planning. The goal of this engagement is to establish a sustainable, department-wide training and development ecosystem that strengthens workforce readiness, operational excellence, and long-term talent mobility. Key aspects of the job include: • Identification and documentation of training requirements for all existing positions • Development of competency models, proficiency levels, and role-based metrics • Creation of structured development pathways and career progression tools • Templates and guidance for succession planning and talent readiness assessments The City of Raleigh is looking for a Consultant who can provide a comprehensive set of tools, analyses, and recommendations to enable Raleigh Water to maintain and expand the training and development framework over time.
