Description

The Town of Lake Park is seeking a qualified firm/consultant to conduct a comprehensive impact fee study and assist with the development, justification, and implementation of new impact fees for various public services. The selected firm will be responsible for performing all work required to create impact fees, including conducting a legal and fiscal review, needs assessment, impact fee calculation, economic and legal analysis, stakeholder engagement, and implementation support. The goal of this project is to ensure that new growth pays its proportionate share for public infrastructure and services in a fair, equitable, and legally defensible manner. Key aspects of the project include: • Conducting a legal and fiscal review of current local ordinances, County Code, Florida Statutes, and relevant case law • Identifying eligible public facilities and services for new impact fees • Developing cost-recovery methodologies and proposing fee structures based on proportionate share, benefiting the public, and nexus principles • Evaluating financial and economic impacts of proposed fees on new development within the Town • Ensuring compliance with the dual rational nexus test and recent legislative changes • Providing ongoing support for fee updates as needed by the Town

Budget estimate

$100,000 – $500,000

The budget for this project is not explicitly stated in the document. However, considering the scope of work and the fact that it's a comprehensive impact fee study, the budget could be substantial. A possible estimate could be in the range of $100,000 to $500,000, depending on the complexity of the project, the number of services required, and the qualifications of the selected firm. The factors that may influence the likely payment range include the firm's experience, the level of expertise required, and the time and resources needed to complete the project.
