The Township of Parsippany‑Troy Hills is soliciting qualified attorneys or law firms to provide a broad suite of legal services for a one‑year period beginning January 1 2026. The solicitation is organized into multiple categories (A‑L), ranging from special‑counsel and tax‑court representation to municipal court defender and prosecutor roles. Selected firms will be paid on an hourly basis ($175/hr for most categories) or a fixed monthly rate for public defender ($1,250/mo) and prosecutor ($2,750/mo) work, with reimbursable expenses approved. Submissions must be sealed, include required certifications, ownership disclosures, and two recent work‑product samples, and be received by 10 a.m. on November 13 2025. Evaluation will be based on experience, local knowledge, court familiarity, sample work, and any other factors deemed relevant, scored equally across five criteria. The contract is “as‑needed,” with no guaranteed volume of work, and the Township reserves the right to reject any or all proposals.
