ACC002 Utilities and Infrastructure

The US Army Corps of Engineers Alaska District is seeking an awardee under an Other Transaction Agreement to provide Pre‑construction Services and subsequent construction for the Utilities and Infrastructure Recapitalization at Joint Base Elmendorf‑Richardson. The effort covers Phase 1 pre‑construction assistance, constructability reviews, budgeting, scheduling, and coordination with the Designer of Record, followed by Phase 2 construction where a Guaranteed Maximum Price will be negotiated once design is 65‑95% complete. The work involves extensive site preparation, utility installation, and airfield infrastructure development across a 500‑plus‑acre site with complex topography and concurrent MILCON schedules. <ul><li>Scope includes pre‑construction planning, constructability analysis, budgeting, and schedule development.
