Description

The City of Santa Barbara is seeking proposals from qualified proposers to design, build, and operate a solar photovoltaic and battery energy storage system at the Plaza Vera Cruz Community Building. The selected provider will own, operate, and maintain the facility under a 25-year Power Purchase Agreement. The project's objective is to meet as much of the building's energy load as possible with renewable on-site power at the lowest cost to the City. Key responsibilities include designing and constructing the PV and BESS systems, obtaining necessary permits, and ensuring compliance with all applicable laws and regulations. The provider must also demonstrate experience with similar projects, provide a detailed project plan, and offer a competitive pricing structure. • The City is looking for a provider with at least 5 years of experience in the installation of PV array and BESS systems. • The provider must have a Class B – General Building License, C-46, or C-10 CSLB contractor’s license. • The provider must have experience with project development and permitting. • The provider must have a proven track record of designing and constructing similar systems that were completed on-schedule and functioned as designed. • The provider must have experience with energy management platforms and be able to maximize the value of the BESS system.

Budget estimate

$2,000,000 – $10,000,000

The estimated budget for this project can be estimated based on the cost of similar solar photovoltaic and battery energy storage systems. The City is looking for a provider to design, build, and operate the system, which could cost anywhere from $1 million to $5 million, depending on the size and complexity of the project. The provider will be paid through a Power Purchase Agreement, which will be structured so that the City pays for the energy produced by the system at a fixed price per kilowatt hour. The budget will be based on the amount of energy produced by the system over the 25-year term of the agreement. The factors that may influence the likely payment range include the size of the system, the efficiency of the equipment, the cost of installation, and the price of energy in the area. Based on these factors, a reasonable estimate for the budget would be between $2 million and $10 million over the 25-year term of the agreement.
