The County of Sacramento issued a Request for Proposal (RFP) for a Commercial-Off-The-Shelf (COTS) Budget Management System. The system will replace the in-house developed Sacramento County Budget Development Application (SCBDA) and ancillary Access databases required to analyze and project personnel costs. The contract was awarded to Sherpa Government Solutions LLC after a comprehensive evaluation of seven proposal responses. The scope of work includes providing a software solution, implementation, project management, and application maintenance and operations services for the budget software solution. The system will be used by approximately 250 department users, including 11 Budget Analysts and staff from 32 departments. The contract has a total score of 1000 possible points, with Sherpa Government Solutions LLC scoring the highest at 843.75 points in Phase 2. Some key features of the system include the ability to budget at a lower level of detail, such as at the cost center and/or work breakdown structure/order level, with the ability to roll-up budget values to higher levels, such as account, fund center, and budget unit.
