Affordable Housing Administrative Agent

This agreement provides the Township of Barnegat with a part‑time Affordable Housing Administrative Agent to attend meetings, review subdivision and site‑plan proposals, advise on permits, and testify at hearings. The vendor, CME Associates, will bill the township on an actual‑hours‑worked basis using a detailed hourly‑rate schedule and will be reimbursed for direct costs plus approved mark‑ups. The contract runs for one calendar year (January 1 – December 31 2023) and includes standard insurance, overtime, holiday, and travel provisions. • Core services: personal attendance at meetings, review of development proposals, permit guidance, and testimony in judicial/quasi‑judicial settings. • Additional services: preparation of feasibility studies, economic analyses, financing schedules, and any other planning‑related reports the township requests. • Compensation: time‑and‑materials with hourly rates ranging from $127 to $189 per hour, overtime at 1.5×, holiday at 2×, plus cost‑plus 10 % for sub‑consultants and 15 % markup on other direct expenses. • Vendor obligations: maintain $2 M general liability, $3 M professional liability, and other insurance; provide certificates with 30‑day notice before any cancellation.
