The County of Riverside is seeking a qualified provider to operate an Adult Residential Care Facility (ARCF) licensed by the State of California Community Care Licensing Division. The facility, named Roy's Desert Springs, is located in Palm Springs, California. The purpose of this Request for Proposal (RFP) is to establish a "WellnessPlus Living Program" that provides enhanced behavioral health recovery-focused supports in addition to basic care and supervision in an adult residential care facility environment. The program aims to create opportunities for persons in locked long-term care facilities to return to un-restricted community-based housing, assist residents in developing effective illness management and life skills, increase the quality and pace of recovery, and reduce the need for higher-cost, higher-level care in locked institutional and unlocked treatment facilities.
• The target population for this program is adults ages 18-59 with serious and persistent mental health disorders.
• The program will provide a higher ratio of staff to residents, including behavioral health and peer support staff.
• The program will offer meaningful on-site wellness and recovery program services utilizing evidenced-based principles of recovery-based care.
• The program will provide opportunities for facility staff education, development, and consultation.
• The program will offer consumer-driven individualized recovery model services for residents.
