Consultant - Worcester Housing Production Plan / E.D.

The City of Worcester issued RFP 8145‑W4 seeking a professional consulting firm to develop a five‑year Housing Production Plan (HPP) and to provide strategic planning for the Affordable Housing Trust Fund (AHTF). The scope includes comprehensive needs assessments, regulatory analysis, public‑engagement activities (city‑wide survey, two public workshops, stakeholder interviews), GIS mapping, and delivery of a final HPP and AHTF strategic plan with operating budget. The contract was awarded to JM Goldson LLC on a competitive basis. • Deliver a detailed Housing Production Plan covering demographics, housing stock, affordability analysis, and implementation strategies aligned with state and municipal policies. • Conduct extensive community outreach: online survey (including translations), two public forums, and interviews with diverse stakeholder groups. • Produce an AHTF 3‑ to 5‑year strategic plan and operating budget, including interim presentations to the Trust Board. • Provide all deliverables in Word, searchable PDF, and GIS (.mpk) formats; support the City through adoption processes and final submission to the state housing authority.
