Title VI and DBE Program Compliance Consultant

This contract engages a consultant to provide comprehensive compliance services for Title VI civil‑rights obligations and the Disadvantaged Business Enterprise (DBE) program at Falcon Field Airport. The consultant will develop and submit required FAA‑approved plans, conduct demographic and disparity analyses, manage public participation, create SOPs for complaints, and produce annual DBE Uniform Reports and a three‑year DBE Goal Methodology Report. The work is performed under a firm‑fixed‑price agreement with a three‑year base term and optional renewals. • Scope includes Title VI Plan, Community Participation Plan, LEP analysis, DBE goal‑setting, and ongoing reporting to FAA DBE Connect. • Deliverables are phased, with key reports due by December of each fiscal year and a major DBE methodology report due August 2027. • Contract value is $58,298 per year, funded by the City of Mesa, with extensions possible up to six months and two one‑year renewal options.
