FEDERAL LOBBYIST SERVICES

This contract awards federal lobbying services to Holland & Knight, LLP on behalf of the Los Angeles Community College District. The firm will represent the District before Congress, federal agencies, and the Executive Branch, develop lobbying strategies, draft advocacy materials, monitor relevant legislation and grant opportunities, and coordinate federal‑level lobbying with any state or local efforts. The engagement is expected to run for three years (2021‑2024) with an optional two‑year extension, and the vendor must provide a detailed hourly fee schedule and maintain required insurance coverage. • Scope: Federal legislative advocacy, grant identification, and government‑relations support for a large community‑college system. • Deliverables: Lobbying strategy, testimony/letter drafting, appointment scheduling, legislative monitoring, and quarterly briefings to district leadership. • Evaluation: Based on experience, staff qualifications, fee structure, local knowledge, and small‑business certification points.
