Description
The City of Spokane is procuring water‑borne traffic‑marking paint on a five‑year, value‑blanket order basis. The solicitation calls for standard Type 1 paint (white and yellow) and cold‑weather Type 2 paint (white and yellow), supplied in 250‑gal stainless‑steel or 275‑gal polyethylene IBC totes with strict CFR Title 49 and UN/DOT certifications. Prices are submitted on an all‑inclusive per‑gallon basis, firm for the first year, with annual price‑adjustment options after the anniversary of award. Orders will be placed “as‑needed,” and payment is made only for actual gallons delivered and accepted. The contract may be split among multiple vendors, and the City may award more than one vendor. Technical specifications for pigment solids, VOC content, drying times, and other performance criteria are defined in Exhibit A1. Delivery must occur within 45 calendar days of order receipt, with a 24‑hour delivery notice call to the City’s purchasing office.
