Backflow System

The City of Spokane issued an iRFP (iRFP 6390‑25) for a comprehensive Backflow System. The solicitation seeks a full‑stack solution that includes a software platform (customer portal, GIS integration, Azure‑compatible APIs, mass‑mailing, billing sync, reporting, and survey tools), implementation services (installation, configuration, data conversion, training, rollout), and ongoing support (maintenance, help‑desk with defined SLA response times, and escalation procedures). The City required compatibility with Microsoft Office and Windows environments, unlimited user access, and full data ownership and accessibility for the City. The procurement was open to competition, received six proposals, and after evaluation the City issued a Notice of Intent to Award to NJBSoft LLC on July 22 2025. The contract is expected to commence in August 2025, is a multi‑year arrangement with potential renewals, and the evaluation weighted technical merit (40 %), management capability (30 %), and cost (35 %).
