J059--Building Management System-Sole Source Intent

This notice announces the Department of Veterans Affairs’ intent to award a sole‑source contract for comprehensive upkeep, support, and technical services of the Metasys Building Management System across the Northern California Health Care System. The work includes HVAC, environmental controls, alarm monitoring, energy management, and all associated software and firmware maintenance. Johnson Controls, Inc. is identified as the only authorized source capable of delivering manufacturer‑certified services for the proprietary Metasys platform. The contract is structured with a twelve‑month base period and up to four additional one‑year options, potentially lasting five years in total. Although the award is expected to go to Johnson Controls, the VA invites other qualified parties to submit capability statements by the stated deadline.
