Special Legal Services - Procurement Appeals Hearing Officer

The Hillsborough County Aviation Authority has entered into a contract with Shumaker, Loop & Kendrick, LLP for special legal services, specifically for a Procurement Appeals Hearing Officer. The contract is for a term of three years, beginning April 1, 2022, and ending March 31, 2025, with two one-year renewal options. The Procurement Appeals Hearing Officer will be compensated at a rate of $250 per hour for presiding over scheduled hearings, deliberating results, writing findings of fact and conclusions of law, editing and signing final recommendations, and any other duties required for the performance of such services. The key aspects of this contract include: • The Procurement Appeals Hearing Officer will conduct open public hearings in accordance with Policy P512, Procurement Protests. • The Procurement Appeals Hearing Officer will receive and analyze the submission of evidence and testimony at such open public hearings and provide findings and recommendations on the same. • The Procurement Appeals Hearing Officer will be compensated for the services rendered at the rate of $250 per hour. • The Authority will reimburse the Procurement Appeals Hearing Officer for necessary expenses incurred relative to the performance of duties required by this Contract. • The Procurement Appeals Hearing Officer serves at the pleasure of the Authority General Counsel and may be terminated upon ten days written notice.
