Description

South Carolina’s Probation, Parole and Pardon Services is seeking qualified providers to deliver statewide transitional‑housing services for adults under supervision who are homeless or nearly homeless. Providers may offer basic shelter (THS) or shelter plus evidence‑based programming (THS‑P) and will be reimbursed on an all‑inclusive per‑night basis, with caps of $40 for THS and $50 for THS‑P. The contract is fixed‑price, multi‑year (up to five years) with four optional one‑year renewals and no guaranteed volume of referrals. Providers must submit itemised monthly invoices, maintain required insurance, pass background checks for key staff, and allow state‑initiated site visits and QA reviews. The solicitation is open to any legal entity that can meet the housing standards, programming requirements, and documentation obligations. • Daily reimbursement caps: $40 (THS) or $50 (THS‑P) per offender, with maximum stays of 31 and 45 nights respectively. • Services include private housing units, utilities, case‑management, and for THS‑P, transportation and at least two approved evidence‑based programs. • No minimum or maximum bed count; providers may operate multiple sites under one master contract. • Submission must be made electronically by 12/10/2025 11:00 AM ET; award expected 12/23/2025; contract runs up to 5 years with renewal options. • Vendors must hold a South Carolina vendor number, maintain $1 M general liability (aggregate $2 M), workers’ comp, auto liability, and provide a redacted copy of the signed offer.

Budget estimate

$200,000 – $1,500,000

The contract pays per occupied bed night, capped at $40 (THS) or $50 (THS‑P). Assuming a modest provider operates 20 beds at 80% occupancy year‑round, annual reimbursement would be roughly 20 beds × 0.80 × 365 days × $45 (average) ≈ $262,000. Over a full five‑year term (including renewals) the total could approach $1.3 M. Larger providers with more beds could exceed $2 M, while a very small operation might earn under $200 k. Thus the expected earnings range spans low‑hundreds of thousands to low‑millions depending on scale and occupancy.
