Description

West Basin Municipal Water District is seeking a qualified consulting firm to provide annual groundwater modeling and reporting services in support of the West Coast Basin Barrier Project, which uses a hydraulic barrier to prevent seawater intrusion into the West Coast Groundwater Basin. The contractor must develop calibrated groundwater flow and solute transport models, generate technical memoranda, and supply results for the annual Barrier Report and the five‑year engineering report. The work must comply with the LARWQCB permit (R4‑2006‑0069), Title 22 recycled‑water regulations, and the State Water Board’s Recycled Water Policy. A California‑licensed Professional Geologist must review the modeling component. Proposals are due electronically by 2 PM on October 20, 2026; questions must be submitted by October 12, 2026. The award is expected the week of November 16, 2026. • Scope: annual groundwater flow and seawater intrusion modeling, data analysis, report preparation, technical memorandum. • Required qualifications: experience with groundwater modeling for seawater barrier systems, possession of a California‑licensed Professional Geologist, familiarity with LARWQCB permits and Title 22 regulations. • Deliverables: calibrated model files, results summary, technical memorandum, support for five‑year engineering report. • Contract length: 1 year (renewable at West Basin’s discretion). • Evaluation criteria: technical approach, qualifications, key personnel, past performance, price, and small/local/veteran‑business incentives.

Budget estimate

$150,000 – $500,000

The solicitation does not disclose a contract value. Based on typical rates for specialized groundwater modeling (USD 150–250 k per model year) and the requirement for annual updates, a reasonable estimate for a one‑year contract ranges from roughly $150,000 to $500,000, depending on the scope of data, model complexity, and staffing levels. Larger firms with extensive staff may command the higher end, while niche consultants could be nearer the lower end.
