HISTORIC INVESTMENT PROGRAM COORDINATOR

The City of Frankfort, Kentucky seeks a qualified consultant to serve as the Historic Investment Program (HIP) Coordinator. The consultant will manage $1.095 million in historic preservation subgrants, oversee compliance with federal Historic Preservation Fund requirements, conduct workshops, execute subgrant and preservation agreements, monitor project progress, handle reimbursements, and close out the program by September 30 2028. The role requires on‑site presence several days each month, coordination with the National Park Service, and expertise in historic preservation standards and federal grant administration. • Manage and monitor 12‑20 subgrant projects from award through completion. • Conduct risk assessments, prepare and submit documentation for Section 106 and NEPA reviews. • Develop and present 2‑3 workshops for subgrantees. • Execute subgrant, preservation agreements, and conservation easements. • Provide ongoing technical assistance, monthly reporting, inspections, and reimbursement processing. • Update Kentucky Historic Properties Survey Forms and assist with final close‑out. • Must comply with HPF Grants Manual, 2 CFR Part 200, and Secretary of the Interior’s Professional Qualifications Standards.
