Description

The VA Southern Arizona Healthcare System (SAVAHCS) is seeking a contractor to provide continuous 24/7/365 fire‑guard (fire‑watch) services for Building 2 of its Tucson campus for a three‑year base period (09/01/2026 – 08/31/2029) with possible options. One unarmed guard per shift will patrol all three floors, perform hourly checks, assist with patient evacuation (non‑hands‑on), complete required training, maintain daily logs, and wear VA‑approved identification. The contractor must hold an Arizona DPS Guard Agency license and ensure each guard obtains an individual DPS registration card by the performance start date. All labor rates must comply with Service Contract Labor Standards (Wage Determination 2015‑5473, Rev 28). The contract is set‑aside for Service‑Disabled Veteran‑Owned Small Businesses (SDVOSBC). • 24/7 fire‑watch coverage – one guard per shift covering all three floors of Building 2 • Required patrol frequency: every 60 minutes; hourly floor checks • Guards must be unarmed, hold AZ DPS agency license (company) and individual guard cards (personnel) by 09/01/2026 • On‑Call Supervisor (field‑supervision experience) required; included in guard CLIN price • All labor rates subject to SCAL wage determination 2015‑5473 (Guard I $22.25/hr, Supervisor $23.16/hr) • Required documentation: licensing proof, physical/medical qualifications, training certifications, daily log spreadsheet, badge/patch approval • No installation, repair, or fire‑system maintenance – only observation, reporting, and emergency notification • PIV badge issuance after Tier 1 background clearance; VA covers Tier 1 investigation and random drug testing costs • Submission deadline 08/25/2026; questions due 08/20/2026; award expected 09/01/2026

Budget estimate

$600,000 – $900,000

The contract requires one guard on duty 24 hours a day, 365 days a year for three years. Using the SCAL wage rate of $22.25 per hour for Guard I (plus typical fringe benefits and overhead of ~30 %), the annual labor cost is roughly $250,000. Adding supervisory overhead, training, administration, and profit margins brings the total annual contract value to approximately $600,000‑$900,000. Therefore, the three‑year contract is estimated to be in the $1.8 million‑$2.7 million range, but the base‑year spend is likely $600k‑$900k.
