Modernize Affordable Student Housing - McClellan Terrace Apartments

The Foothill‑De Anza Community College District is seeking a qualified Lease‑Leaseback (LLB) entity to modernize the McClellan Terrace student‑housing complex, comprising 94 apartments across seven buildings, associated carports, driveways, landscaping, and site infrastructure. The scope includes comprehensive interior renovations, ADA‑compliant upgrades, mechanical/electrical/plumbing (MEP) replacements, new lighting, keyless entry systems, laundry room upgrades, data cabling, demolition of existing structures, construction of a new leasing office and a Main‑Point‑of‑Entry building, EV‑charging stations, and extensive site‑wide improvements. The solicitation is in the pre‑qualification phase (RFQ) with a $25 million estimated project value; up to three firms will be shortlisted to receive a subsequent RFP. • Complete interior finish upgrades, new kitchens/bathrooms, flooring, and appliances for all 94 units. • Implement ADA‑compliant modifications, new MEP systems, EV‑charging infrastructure, and site‑wide landscaping, parking, and security upgrades. • Deliver the project via a Lease‑Leaseback delivery method, requiring the contractor to provide pre‑construction services, secure bonding, and sign a Project Stabilization Agreement.
