Impact & Connection Fee Nexus Study

The City of Porterville is seeking proposals from qualified firms to develop a Development Impact Fee Nexus Study and propose Development Impact Fees (DIF) for the City. The study will help the City update its DIF program and connection fees based on proposed infrastructure requirements to support the City's General Plan growth projections and Capital Improvement needs. The selected consultant will perform tasks such as document review, findings and fees, meetings, best practices, report deliverables, and public noticing. The proposal should include a cover letter, key project staff and qualifications, scope of services, work plan, and schedule. Some key points to consider include: • The City's impact fee program must comply with the Mitigation Fee Act and the requirements of Assembly Bill 602. • The consultant will work with City staff to determine other supporting infrastructure or operational services that could be included in the fee program. • The consultant will provide a working schedule indicating major milestones to complete the work. • The consultant will provide project management to a level commensurate with the project. The City encourages the use of recycled materials and expects the consultant to have experience with similar projects and to be able to provide the requisite professional services.
