Interconnection Study

The Illinois Commerce Commission (ICC) is seeking a single qualified vendor to conduct an independent, multi‑year review of Illinois’ electric‑distribution interconnection rules, tariffs, policies, and procedures, and to develop actionable recommendations for improvement. The scope includes a comprehensive rule‑tariff‑policy analysis, topic‑specific studies (e.g., construction timelines, deposit options, cost‑sharing, queue positioning, disclosure of upgrades, school‑property reservations, and storage‑system parameters), stakeholder engagement through the ICC Interconnection Working Group, annual draft and final reports for 2027‑2030, and presentations to ICC staff. The vendor must provide a detailed project plan, submit monthly status reports, and attend required meetings, while complying with BEP participation goals and diversity requirements. • Conduct a full review of existing interconnection framework and identify improvement opportunities. • Produce annual draft (due April 1) and final (due June 1) reports with findings and recommendations. • Participate in monthly status meetings and the Interconnection Working Group, and deliver a final report package with all work‑papers.
