The Pease Development Authority seeks a qualified consulting firm to evaluate the current Fixed‑Base Operator (FBO) business model at Portsmouth International Airport at Pease and to conduct a comprehensive rates‑and‑charges study. The consultant will compare the existing “private FBO on leased airport land” arrangement with industry best‑practice models, perform SWOT analysis, identify underserved market segments, and develop data‑driven revenue‑growth recommendations. Additionally, the firm will benchmark the airport’s user‑fee schedule, propose an equitable, sustainable fee structure, and supply specific fee recommendations aligned with FAA policy.
