Stockton Metropolitan Airport (SCK) Access Control System Assessment, Upgrade, Consulting, and Maintenance

The County of San Joaquin, on behalf of Stockton Metropolitan Airport (SCK), seeks a qualified contractor to fully assess, diagnose, repair, upgrade, and maintain the airport’s Access Control System (ACS) and Video Management System (VMS). The contractor will also act as a subject‑matter expert during the airport’s terminal expansion and perimeter fence replacement projects, providing design review, integration guidance, and rapid response support. The work includes a comprehensive assessment, creation of an action plan with cost estimates, implementation of upgrades, ongoing quarterly preventive maintenance, emergency repairs, and training of airport staff. The contract will span the life of the terminal upgrade and continue as a long‑term maintenance agreement. • Perform full hardware/software assessment of ACS and VMS, produce prioritized repair/upgrade plan. • Provide consulting during terminal redesign and fence replacement to ensure security system integration. • Deliver quarterly preventive maintenance, annual testing, and 24/7 emergency response (max 4 calls per year). • Supply all labor, materials, licenses, certifications (Lenel OnGuard VAR, Milestone Certified Technicians, California C‑7/C‑10/C‑28 licenses). • Maintain documentation, warranty management, and training for airport personnel. • Submit one hard‑copy and one electronic proposal by Dec 18 2026; attend mandatory pre‑bid conference/site visit on Nov 12 2026.
