The U.S. Army Contracting Command - Aberdeen Proving Ground is seeking information on establishing a closed Army Emergency Service IP Network (ESINet) with Next Generation Core Services (NGCS). The ESINet will be integrated with the existing Army Voice Modernization (VMOD) 2.0 infrastructure. The purpose of this RFI is to conduct market research and assess industry capabilities. Respondents are requested to provide information on the estimated cost associated with establishing an ESINet, as well as technical approaches and integration strategies.
Some key points to consider include:
• The ESINet will be a secure, private, managed IP-based network dedicated to 9-1-1 emergency communications.
• The ESINet will replace legacy voice-only, copper-wire telephone systems with a robust digital foundation for modern, data-rich emergency response.
• The ESINet will interoperate with existing Army enterprise voice and transport capabilities.
• The ESINet will support SIP and Voice over Internet Protocol (VoIP) technologies for 9-1-1 call handling.
• The ESINet will facilitate the connection of NG-911 capable Army PSAPs to an Army ESINet.
• The ESINet will support the convergence of SIP-based 9-1-1 traffic onto a unified IP transport stream capable of carrying data, voice, and video traffic.
