State of Delaware’s Office of Unclaimed Property is seeking a single prime vendor to manage and enhance its Unclaimed Property Operating Database and associated public website. The contractor will administer the core database, support holder‑reporting and public‑search/claim filing applications, provide ongoing hosting, maintenance, security, and user‑training, and deliver related call‑center and document‑imaging services. The effort spans a three‑year base term with three optional one‑year extensions, and the State will evaluate proposals on experience, technical approach, qualifications, and price.
• Deliver a secure, ISO 27001/SOC 2‑compliant database and web‑application suite covering holder reporting, public search, claim filing, and content management.
• Provide 24 × 7 hosting, routine upgrades, warranty support (1‑year), and monthly/quarterly reporting on usage and subcontractor diversity.
• Meet stringent data‑security requirements (U.S. data residency, encryption, breach‑notification within 24 hrs, background checks, cyber‑liability insurance).
