Description
The State of Delaware’s Office of the State Treasurer is seeking a vendor (or vendors) to provide comprehensive local banking services and statewide ATM operations. The scope includes full‑service branch coverage across all three counties, deposit and withdrawal processing, treasury‑management, extensive online reporting, fraud‑prevention controls, and a detailed transition plan. Additionally, the contractor must supply, install, and maintain ATM hardware, manage cash replenishment, process transactions, ensure security, and provide ongoing reporting and support. The contract is a five‑year professional services agreement with two optional two‑year extensions. Proposals must be submitted electronically via the Bonfire portal by 23 Dec 2026, with a paper copy mailed to the State Treasurer’s office.
• Full‑service banking – OTC collection, deposit/withdrawal processing, account management, daily reconciliation, online banking platform, and fraud‑prevention.
• ATM services – equipment provision, cash‑forecasting, replenishment, transaction processing, security, maintenance, and reporting.
• Mandatory compliance with Delaware statutes, CMPB cash‑management guidelines, and DTI security standards.
