Description

The City of Florence is seeking a qualified contractor to replace existing water meters and install Advanced Metering Infrastructure (AMI) communication components. The contract covers removal and replacement of 40 one‑and‑half‑inch meters and an alternate scope of 34 two‑inch meters, integration with the city’s Meter Data Management System, testing, commissioning, and site restoration. The meters themselves are supplied by the city; the contractor provides labor, installation, and related hardware (lids, boxes) and must hold a valid South Carolina utility contractor’s license. The work must commence within 45 calendar days of notice to proceed and be completed within 270 business days. Insurance requirements include $1 M general liability, $1 M vehicle liability, and $1 M workers’ compensation for both prime and subcontractors. The bid must be submitted in a sealed paper envelope by 2:00 pm on September 10, 2026. • Replace 40 × 1.5‑in. water meters (base) or 34 × 2‑in. meters (alternate). • Install AMI communication hardware and integrate with city’s data system. • Provide all labor, testing, commissioning, and site restoration; city supplies meters and lids. • Contractor must hold a SC utility contractor’s license and meet $1 M insurance limits. • Work timeline: start ≤ 45 days after notice, finish ≤ 270 business days after start.

Budget estimate

$30,000 – $80,000

Based on typical industry costs for water‑meter replacement (approximately $300‑$500 per meter including labor) plus additional AMI communication hardware and testing, the 40‑meter base scope could range from $30 k to $50 k, while the alternate 34‑meter scope could be slightly lower. Accounting for project management, insurance, and potential overtime, a reasonable overall contract value is estimated between $30,000 and $80,000. The wide range reflects variability in site conditions, travel distance, and the extent of required coordination with customers.
