The City of Fresno is seeking qualified community‑based organizations to operate emergency shelters and provide comprehensive case‑management and housing‑placement services for individuals and families experiencing homelessness. Selected vendors will manage 24‑hour low‑barrier shelters, coordinate health and social services, and meet specific performance metrics, with the potential for a one‑year contract and up to two one‑year extensions. • Operate 24‑hour emergency shelters (≥ 2 meals/day, max 90‑day stay) and bridge housing (up to 180 days). • Provide intensive case management, housing search assistance, health‑stabilization, and data reporting through HMIS. • Meet performance goals: ≥ 90 % occupancy, ≥ 65 % safe‑exit, ≥ 25 % permanent‑exit, ≤ 90 day average stay, ≤ 10 % return‑to‑homelessness within 6 months. • Manage staffing ratios (minimum 1:20 daytime), maintain safety, security, and Good‑Neighbour policies, and comply with insurance and FMCoC membership requirements. • Budgets range from $1.1 M to $2.5 M per site, with a total program budget roughly $7 M–$10 M for a one‑year term.
