Description

The Palm Beach County Board of County Commissioners is seeking proposals from qualified consultants to review and update the County's Impact Fee System to a Multi-modal Fee system. The selected consultant will be required to have experience working in a similar metropolitan area with a minimum population of 1.5 million and a geographical land area comparable to the County's 1,977 square miles. The scope of work includes reviewing the current impact fee system, identifying areas for improvement, and developing a multi-modal fee system that takes into account various modes of transportation. The contract term is for 12 months, with the possibility of three 12-month renewal options. Key personnel and operations information, business location, and local preference will be considered in the evaluation process. • The County's current impact fee system and its limitations • The need for a multi-modal fee system that accounts for various modes of transportation • The qualifications and experience required of the selected consultant • The scope of work and timeline for the project • The evaluation criteria and selection process for the proposal

Budget estimate

$500,000 – $2,000,000

Based on the scope of work and the fact that the County has collected significant road impact fees in the past (approximately $47.2M in 2020, $70.6M in 2021, $64.5M in 2022, $47.7M in 2023, and $48.0M in 2024), it can be estimated that the budget for this contract will be substantial. Considering the complexity of the project and the required expertise, the budget could be in the range of $500,000 to $2,000,000. This estimate takes into account the potential for renewal options and the need for ongoing consulting services related to transportation and multi-modal impact fees.
