RFP 27-005 Federal and State Housing Programs and Administrator/Compliance Partner

The City of Rialto is seeking a qualified consulting firm to serve as the Federal and State Housing Programs Administrator and Compliance Partner. The consultant will provide comprehensive technical assistance, compliance monitoring, and program administration for a suite of federally‑ and state‑funded housing initiatives (CDBG, HOME, CalHome, NSP, etc.), act as the primary liaison with HUD and the California Department of Housing & Community Development, and support the City’s planning, reporting, and public‑meeting requirements. The award will be a one‑year professional services contract with up to four optional one‑year renewals, and price will be negotiated after technical evaluation. • Deliver technical assistance, eligibility reviews, file audits, and compliance monitoring for multiple housing grant programs. • Prepare and support the City’s Consolidated Plan, Annual Action Plans, CAPERs, Substantial Amendments, and related reporting to HUD/HCD. • Attend City Council and public meetings, provide briefing materials, and serve as the City’s point‑of‑contact for HUD/HCD inquiries. • Conduct sub‑recipient oversight, on‑site and desk monitoring, and issue corrective‑action recommendations. • Submit separate technical and cost proposals (PDF) and complete required certifications and local‑business preference forms.
