Annual Service for Heracles 150 E-Nose

The United States Department of Agriculture (USDA) is seeking a contractor to provide annual service for a Heracles 150 E-Nose, which is used to analyze volatile profiles of flours and food products. Approximately 3000 samples are analyzed annually. The contractor will be required to provide a sound and compliant approach that meets all requirements and shows a thorough understanding of them. The contract will be awarded on a single-source basis to Alpha MOS, the exclusive provider of comprehensive service for the Heracles electronic nose, due to their proprietary access to specialized components and software. • The contractor must provide detailed explanations of their ability to perform the required services, including how they will accomplish the requirements of sections 3.0, 5.0, and 7.0 of the Statement of Work. • The contractor must provide resumes for proposed key personnel, including the Field Service Engineer, and demonstrate that the individual meets the educational and experienced qualifications specified in the Statement of Work. • The contractor must comply with all applicable Federal anti-discrimination laws and the Equal Protection principles of the U.S. Constitution. • The contractor must provide a staffing plan, which shall include proof of the Contractor’s demonstrated ability to handle personnel issues, hire and maintain a highly qualified staff to fill immediate requirements, and provide staff with all the necessary support and oversight.
