Description

The City of Sacramento is seeking a firm to evaluate its current automated metering infrastructure and administration system, and provide recommendations for areas that may be upgraded or improved. The scope of services includes assessing the current technology and service provider issues, evaluating the current proportion of customers who receive estimated bills, and proposing solutions to move towards a full AMI integration with the current billing system. The City intends to award one contract, but may choose to award additional contracts as necessary. The proposed budget for this project is $75,000. Key points to consider: • Evaluate current technology and service provider issues with infrastructure such as AMI network dead spots, gateways, equipment, endpoints, and other AMI related components and recommend solutions. • Evaluate the current proportion of customers who receive estimated bills and propose solutions to move the City toward a full AMI integration with the current billing system or other alternative systems within the next 5-30 years. • Evaluate current supply chain, procurement, and inventory practices and recommend industry best practice solutions. • Identify the best business model for the City of Sacramento’s AMI solution moving forward, showing 5-, 10-, 20-, and 30-year goals and outlines within limited resource constraints. • Evaluate current staffing approaches and priorities within the meter shop, electrical shop, and meter reading shop, and recommend changes and operational improvements with Key Performance Indicator tracking as needed.
