Federal Lobbying Services

The City of Cincinnati seeks a qualified lobbyist or lobbying team to provide comprehensive federal lobbying services for a one‑year term (with two optional one‑year renewals). The contractor will represent the City in Washington, DC, track legislative and regulatory developments, identify and pursue federal grant opportunities, and advise on federal policy strategy. Monthly reporting and direct support to the Mayor, City Manager, and Council are required, and the contractor must comply with Ohio public‑records laws and maintain required insurance coverage. • Serve as the City’s official representative with Congress, federal agencies, and related officials. • Monitor federal legislation and rule‑making, draft comments, and secure sponsorship for City‑proposed measures. • Identify, summarize, and advocate for federal grant and appropriations opportunities, including coordination with the City’s state‑lobbyist firm. • Provide strategic advisory services, ensure compliance with lobbying regulations, and deliver monthly activity reports. • Maintain required insurance, indemnity, and a 1 % administrative fee billing to the City.
