Security Guard Services for Cultural Sites

The City of Santa Monica is seeking bids for a five-year firm-fixed contract to provide unarmed security guard services at cultural facilities managed by the Cultural Affairs Division of the Recreation and Arts Department. The facilities include the Annenberg Community Beach House, Airport Arts Center, and Miles Memorial Playhouse. The contractor will be responsible for providing 24-hour security coverage, seven days a week, at the Beach House, and security coverage at the Airport Arts Center and Miles Memorial Playhouse as needed. The contractor will also be required to provide event security services for private events at the facilities. Some key responsibilities of the security officers include patrolling the sites, monitoring the sites and patrol site with a guard tour system, maintaining a high visibility presence, enforcing site policies, and investigating unusual or suspicious activities. • The contractor must hold a current California Private Patrol Operator’s License issued by the Department of Consumer Affairs. • The contractor must have a minimum of 10 years of experience providing similar site security. • The contractor must employ a minimum of 25 security guards. • The contractor must have 24/7/365 call center availability. • The contractor must provide written post orders documenting site-specific protocol, procedures, and operational instructions for assigned security officers. • The contractor must maintain a Security Officer’s Log and submit written incident reports to the Contractor supervisor for all incidents.
