Housing and Disability Advocacy Program

The County of Fresno is soliciting proposals from experienced and qualified housing service agencies to provide the housing component for the Housing and Disability Advocacy Program (HDAP) for a contract term of two years with an optional 12-month extension. The program aims to assist people experiencing or at risk of homelessness who are likely eligible for disability benefits by providing advocacy for disability benefits and housing supports. The selected agency will be responsible for providing housing-related assistance to General Relief clients within Fresno County enrolled in HDAP. Key responsibilities include providing emergency housing, shared housing models, and supporting clients through the disability application and appeals process. • The contract term is for two years with an optional 12-month extension. • The maximum compensation for these services will be $388,738 per year. • The selected agency must be familiar with and adhere to all ESG regulations as set forth in 24 CFR Part 576. • The agency will work collaboratively with the County's Department of Social Services and Central California Legal Services to provide comprehensive support for participants. • The agency must maintain insurance policies, including commercial general liability, automobile liability, professional liability, and worker's compensation insurance. • The agency must comply with all applicable local, state, and federal laws and regulations, including those related to confidentiality, data security, and civil rights.
