RFP 2026-1177 RNSC Airfield Manager

Texas Tech University is seeking a Proposer to provide Airfield Management Services, including placement of a dedicated and full-time Airfield Manager at TTU's Reese National Security Complex, and development of a core program. The Airfield Manager will be responsible for coordinating aircraft movements, maintaining required Federal Aviation Administration (FAA) and U.S. Department of War (DoW) standards, managing runway and taxiway integrity, and serving as the primary liaison between RNSC, Lubbock Reese Redevelopment Authority (LRRA), tenant operators, and research teams. The Proposer must provide a comprehensive and detailed program that defines the guidance and procedures for managing airfield operations at RNSC. • The Proposer must have experience in airfield management and operations. • The Proposer must be able to develop a core program for managing airfield operations. • The Proposer must be able to coordinate with TTU and LRRA to ensure compliance with FAA and DoW regulations. • The Proposer must be able to provide a dedicated and full-time Airfield Manager. • The Proposer must be able to develop a quality control plan to ensure the quality of services provided.
