FOR THE PROVISION OF FINANCIAL ADVISOR

The Joint Meeting of Essex and Union Counties is seeking qualified firms or individuals to serve as a Financial Advisor. The selected advisor will assist with analysis of capital projects, develop cash‑flow models, review financing options, support debt issuance, aid in credit‑rating matters, and handle reimbursement and cost‑tracking for state and federal programs. The engagement is intended to support the Joint Meeting’s ongoing capital improvement and flood‑mitigation initiatives and will require regular attendance at board and executive meetings. • Provide financial analysis for proposed capital projects and budgets. • Review feasibility studies and ensure financing issues are addressed. • Develop cash‑flow and financing‑strategy models. • Evaluate innovative financing and investment options. • Assist with credit‑rating maintenance and improvement. • Oversee debt issuance, official statements, and proposal evaluations. • Manage reimbursement requisitions to NJ DEP, NJ Infrastructure Bank, FEMA, etc. • Calculate assessment amounts for Capital Improvement Plan projects. • Attend monthly Board meetings and other required sessions. • Perform any additional tasks directed by the Board or Executive Director.
