Description

The Office of Community Corrections (OCC) is seeking a qualified organization to serve as Program Fidelity Monitor (PFM) for its statewide network of Community Justice Support Centers (CJSC). The PFM will determine the fidelity with which its contracted providers adhere to Evidence-Based Practice (EBP) in the delivery of recidivism reduction interventions. The PFM will make annual reports, including recommendations for improvement, in three areas of focus: Risk/Need Assessment, Manualized Cognitive Behavioral Therapy, and Treatment Matching. The selected vendor will be responsible for monitoring the fidelity of interventions delivered at each of the 18 Community Corrections Centers (CCC) and providing consultation to the OCC on improving the implementation of EBP across all OCC initiatives. Some key responsibilities of the PFM include: * Determining the fidelity with which contracted providers adhere to EBP in the delivery of recidivism reduction interventions * Making annual reports, including recommendations for improvement, in three areas of focus * Conducting an annual professional development program for CJSC personnel regarding the areas of focus * Providing consultation to the OCC on improving the implementation of EBP across all OCC initiatives * Monitoring the fidelity with which CJSC providers adhere to EBP in the execution of recidivism reduction interventions in specific areas of focus. The OCC intends to award a contract to a single vendor who will provide the specified services detailed in this RFP. The total anticipated duration of the contract is for a one-year term, with four additional optional contract renewal periods of up to one year each. The contract will be on a cost reimbursement basis, and the vendor will be required to provide a complete breakdown of costs and expenses for all aspects of the services proposed.

Budget estimate

$2,500,000 – $10,000,000

The budget for this opportunity is likely to be substantial, given the scope and complexity of the services being solicited. The contract will be on a cost reimbursement basis, and the vendor will be required to provide a complete breakdown of costs and expenses for all aspects of the services proposed. Based on industry benchmarks and the scope of work, a reasonable estimate for the total contract value could be in the range of $500,000 to $2 million per year, depending on the level of effort required to deliver the services. The total maximum contract duration is 5 years, so the total budget over the life of the contract could be in the range of $2.5 million to $10 million.
