The City of San Antonio’s Neighborhood & Housing Services Department (NHSD) is seeking qualified individuals or firms to serve on an on‑call basis as financial consultants and credit underwriters for affordable‑housing and economic‑development projects funded through a mix of federal and local programs. The consultant will perform comprehensive financial reviews, subsidy‑layering analysis, and gap‑analysis to ensure compliance with fund regulations and optimal use of public monies. • Conduct project‑level financial underwriting and credit analysis for CDBG, HOME, General Fund, Housing Bond, LHRD, and EDI‑funded initiatives. • Perform subsidy‑layering and financial‑gap analyses, issuing recommendations to meet federal compliance and fiscal efficiency. • Provide timely, on‑call support across multiple projects throughout the contract period, responding to the Department’s needs as they arise. • Deliver written reports and actionable guidance to aid NHSD in project selection, negotiation, and funding decisions. • Must demonstrate experience with affordable‑housing finance, federal grant compliance, and consulting for public‑sector clients.
