The City of Golden is seeking proposals for Emergency Medical Transportation Services. The selected provider will deliver exclusive Advanced Life Support (ALS) emergency ambulance services across the combined service area of the City of Golden, Pleasant View Metro District, and Golden Gate Fire Protection District. The provider must supply three fully staffed, ALS ambulances 24/7, meet defined urban, suburban, and rural response-time standards, and maintain sufficient reserve units to support reliable system coverage. The scope of services includes mental health transport, blood draws, medical assessment for law-enforcement-related incidents, and standby for SWAT or high-risk operations. The provider will operate under the Agencies' Medical Directors' protocols, provide Paramedic/EMT staffing on 48-hour shifts, and participate in ongoing training, interagency education, and monthly clinical skills reviews.
• The provider must maintain constant readiness and response for all 911 calls as dispatched by the designated PSAP, with strict communication requirements, activation procedures, and real-time status reporting.
• The provider must implement an approved deployment plan with dynamic resource management, activation of additional units during high-demand periods, and immediate escalation when system coverage falls to zero.
• Ambulances must meet all state, county, and federal standards, support two-patient transport, operate in mountainous terrain, and be co-branded with the Agencies' approved markings.
• The provider will supply and maintain all required medical equipment, medications, communications systems, MDT/AVL/CAD-compatible technologies, and ensure interoperability with ESO RMS and regional radio systems.
• A formal Quality Assurance/Quality Improvement (QA/QI) program—jointly run with the Agencies— is required to monitor clinical performance, documentation, protocol adherence, and key performance indicators, including case reviews and provider follow-up.
