Request for Qualifications for Comprehensive Bus Stop Condition Evaluation, Needs Assessment, and Improvement Plan (2026)

The City of Iowa City is seeking a consultant to provide professional planning, engineering, and design services for a Comprehensive Bus Stop Condition Evaluation, Needs Assessment, and Improvement Plan. The selected consultant will be responsible for conducting a complete inventory and condition assessment of all existing bus stops, developing a comprehensive needs assessment, and creating an actionable, prioritized multi-year improvement plan. The project includes evaluating the indoor and outdoor public and staff amenities and operational needs at the primary Transit Interchange. The consultant will also develop a maintenance plan and provide cost estimates for the entire system-wide improvement plan. • Conduct a comprehensive field inventory and condition assessment for all current bus stops • Develop a comprehensive needs assessment and prioritize necessary improvements • Create a phased annual implementation plan for improvements • Assess the functionality, condition, and amenity requirements for both the public and transit staff at the main Transit Interchange • Develop a maintenance plan outlining the maintenance tasks required for enhanced bus stops
