The State of Tennessee’s Department of Environment and Conservation is seeking a vendor to provide a commercial‑off‑the‑shelf (COTS) data‑management system that will serve the State Revolving Loan Fund (SRF) and State Water Infrastructure Grant (SWIG) programs. The solution must support the full loan and grant lifecycle, from public notification and applicant intake through scoring, award, cash‑flow modeling, monitoring, and close‑out, while providing extensive reporting, analytics, and EPA‑required disclosures. The contract is a 60‑month (5‑year) engagement with a maximum contract ceiling of $4 million and includes implementation, data migration, integration with existing state systems, ongoing hosting, maintenance, and support. The State expects the system to be cloud‑compatible, web‑browser‑based, mobile‑friendly, and compliant with rigorous security and privacy standards (SOC 2, FIPS‑validated encryption, data residency in the U.S.). The vendor must demonstrate experience on at least three other state SRF programs and be capable of handling approximately 40 internal users and 600 external users.
• Provide a fully‑configured COTS loan‑/grant‑management platform for SRF and SWIG workflows.
• Perform data‑migration (mapping, cleansing, transformation, testing) and establish an immutable audit trail.
• Integrate with Tennessee’s finance/ERP, document‑management, and Microsoft suite systems; support APIs and file‑transfer methods.
• Deliver training for internal staff and external applicants, and supply ongoing support, hosting, and maintenance for the contract term.
• Meet all security, privacy, and EPA reporting requirements, including SOC 2, FIPS‑validated encryption, and U.S.‑only data residency.
