DAS EMPLOYEE POPULATION HEALTH MANAGEMENT (PHM) PROGRAM

The Ohio Department of Administrative Services is seeking a single contractor to administer its Employee Population Health Management (PHM) program for approximately 42,550 state employees, retirees’ spouses, and dependents. The contractor will be responsible for overall program delivery, coordination with existing third‑party administrators, implementation of wellness initiatives, management of onsite biometric screening events, and compliance with state IT and data security requirements. • Administer and operate the PHM program, including health plan enrollment, claims coordination, and benefits communication. • Conduct and report on onsite biometric screening events as defined in Exhibit 6, and manage associated data collection. • Interface with state IT systems (OAKS) and meet file‑transfer specifications outlined in Exhibit 3. • Ensure compliance with the State IT Policy, Standard and Service Requirements (Exhibit 2) and the Business Associate Agreement (Exhibit 5). • Provide ongoing reporting, analytics, and program improvement recommendations to the Agency’s Joint Health Care Committee.
